Visa-Free Entry Requirements

  • The passenger must enter with a passport or travel document recognized and valid by Ukraine. The minimum passport validity period and number of blank pages specific to visa-free entry are not specified definitively in the central official source.
  • Unless otherwise specifically provided, the permitted duration of stay is a maximum of 90 days in any 180-day period calculated backwards. Persons wishing to stay longer must obtain the appropriate residence or stay document before the permitted period expires.
  • The passenger must be able to explain the purpose and conditions of travel during border control and prove that he/she has sufficient financial means for his/her stay in Ukraine and departure from the country. Financial sufficiency is calculated based on 20 times the monthly subsistence minimum per person effective on the date of entry. For stays shorter than one month or not corresponding to a full month, the daily amount is calculated by adding five days to the planned duration of stay.
  • Financial sufficiency can be proven with cash, a bank document allowing withdrawal of money in Ukraine, an international payment card and account statement, accommodation and meal payment, a tourism contract or voucher, a guarantee letter showing that the inviting party undertakes the expenses, or a dated return or onward travel ticket. The specific number of months the bank account statement must cover is not specified definitively in the central official source.
  • The border authority may examine supporting documents appropriate to the passenger's purpose of entry, accommodation information, invitation or organization documents, a return or onward ticket, and other evidence indicating the intention to leave the country in a timely manner.

E-Visa Application Requirements

  • The application is made online through the official e-Visa system of the Ministry of Foreign Affairs of Ukraine. The applicant must create an account in the system, complete the electronic form in full, upload the requested files, and pay the application fee through the system via a non-cash payment method. Applications of minors or persons lacking legal capacity to act are made by their parents or legal representatives.
  • The application must include a scanned copy of the page of the passport containing personal information, the applicant's photograph, valid health insurance with a minimum coverage of 30,000 euros, proof of sufficient financial means, and a document confirming the purpose of travel, in Ukrainian or English.
  • The exact dimensions, background color, date of taking, file format, and technical file limits of the photograph are not specified definitively in the central official legislation text. The application portal may additionally apply the current technical conditions during upload.
  • For business travel, an invitation from a legal entity in Ukraine or an authorized body, or a foreign investment document is submitted; for tourist travel, a document showing the tourist nature of the travel; for private visit, a personal invitation, a document showing property ownership in Ukraine or a family link. For treatment, an invitation from a healthcare institution; for cultural, scientific, educational, or sports purposes, an invitation from an authorized body or organization; for media activity, an official request of a foreign media organization is required.

  • The e-Visa may be issued as single or double entry and may be used for a stay of up to a maximum of 30 days. It may be granted for purposes of business, private visit, tourism, medical treatment, culture, science, education, sports, and foreign media activity.
  • The approved e-Visa is sent to the applicant electronically. The passenger must print the e-Visa document, present it together with the passport to the border officer upon entry to and exit from Ukraine, and keep it with him/her during the stay in Ukraine. The e-Visa may be used at border crossing points open to international passenger traffic.

Visa on Arrival Requirements

  • There is no general visa on arrival system in Ukraine for tourists or passengers on ordinary business travel. Issuance of a visa at the border crossing point is limited only to the exceptional and documented cases listed in the legislation.
  • A visa at the border may be considered for visits for diplomatic or official purposes upon official request of a Ukrainian state authority, emergency response, urgent medical treatment, attendance at the funeral of a close relative, duty travel of licensed flight personnel, humanitarian situations related to Ukraine's foreign or domestic policy interests, and transit of foreign ship crew through Ukrainian ports. The applicant must submit the official document proving the existence of the relevant exceptional case.
  • The applicant must have a valid passport, a completed and signed visa form, one 35 × 45 mm color photograph, health insurance with a minimum coverage of 30,000 euros, proof of sufficient financial means, and a fee payment document. The passport must be valid for at least three months after the planned date of departure from Ukraine, contain at least two blank pages, and not be older than ten years.
  • Depending on the nature of the application, an official invitation, a request of an authorized state authority, a healthcare institution document, a document showing death or family relationship, a crew list, a flight license, a duty certificate, or documents proving transit travel are submitted. The competent authority may request additional documents or explanations.
  • In most exceptional categories, the visa is issued as single entry and for a maximum of 15 days. The visa issued for transit of foreign ship crew permits a stay of a maximum of five days. The application is finalized on the day the required documents are submitted.
  • The fee for a visa issued at the border crossing point is set at 150 tax-exempt minimum income units. The current equivalent in Ukrainian hryvnias is not specified definitively in the central official source.

Consular Visa Application Requirements

  • The applicant must first complete the form on the official visa system of the Ministry of Foreign Affairs of Ukraine and create a registration for the diplomatic mission or consulate where he/she will apply. The application may be submitted no earlier than three months before the planned travel date.
  • The passport must be valid for at least three months after the planned date of departure from Ukraine, contain at least two blank pages, and not be older than ten years. Forged, non-standard, seriously damaged, or travel documents whose ownership cannot be verified may not be accepted.
  • The application form must be completed in full and signed by the applicant. A separate form is prepared for each person registered on the same passport. The form of a minor is signed by the parent or legal representative.
  • One 35 × 45 mm color photograph is submitted. The background color, date of taking, and other technical specifications of the photograph are not specified definitively in the central official source.
  • Biometric data, including facial image and ten fingerprints, may be taken from the applicant. Exceptions apply to children under twelve years of age and applicants for diplomatic, official, or physical inability to provide biometrics as specified in the legislation. Persons required to provide biometrics must be personally present during the application.
  • Health insurance with a minimum coverage of 30,000 euros and valid in Ukraine must be submitted. For multiple-entry visa applications, the insurance must cover at least the first trip. Exceptions may exist in the legislation for holders of diplomatic or service passports.

  • The invitation from a legal entity in Ukraine must include the invited person's name, date and place of birth, citizenship, passport details, residential address, purpose of travel, planned dates, number of entries requested, address in Ukraine, and commitment to cover expenses.
  • A personal invitation must be notarized and must show the inviting person's identity or passport details, address, the invited person's identity and passport details, purpose of travel, dates, number of entries, accommodation address, and commitment to cover expenses. If the inviting person is a foreigner or stateless person, copies of the passport and Ukrainian residence permit are also added.
  • For long-term visa applications, depending on the purpose of travel, a work permit or appropriate employment contract, immigration permission, education invitation, family reunification document, marriage certificate, religious duty invitation, technical assistance project document, foreign company representation document, press organization request, volunteer invitation, or company foundation and investment documents are submitted.
  • Family relationship, marriage, and similar official documents issued in a foreign country must be legalized or properly apostilled, unless there is an international agreement or an exemption in Ukrainian legislation. Documents are submitted with a certified Ukrainian translation; where Ukrainian translation is not possible, an English translation may be accepted.
  • The standard processing time is a maximum of ten business days. When additional review is required, the period may be extended up to 30 business days. The urgent processing time is a maximum of five business days.
  • The basic consular fee for transit, short-term, and long-term visas is 65 US dollars. A different fee may apply due to international agreements, reciprocity, or exemptions in legislation. The urgent processing fee is double the normal fee. The payment method accepted by the consulate is not specified definitively in the central official source and may vary depending on the mission where the application is made.
  • A short-term visa is issued for a stay of up to 90 days in any 180-day period. It may be single, double, or multiple entry; it is generally issued for up to six months or according to the validity of the supporting document, and its validity may be a maximum of five years.

Transit Visa Requirements

  • For a transit visa application, the general passport, application form, photograph, health insurance, financial sufficiency, and fee requirements applicable for consular visas must be fulfilled.
  • The applicant must submit, if required, a valid visa for the destination country, an airline or other transportation ticket confirming the transit travel, or another document showing the transit nature of the passage through Ukraine.
  • Persons engaged in freight or passenger transport must submit a document proving the transport activity. Drivers or carriers engaged in international road transport must present the relevant international transport license or authorization document.
  • The transit visa may be issued as single, double, or multiple entry. The validity period is a maximum of one year. The permitted duration of stay for each transit passage through the territory of Ukraine is a maximum of five days.
  • The standard processing time is a maximum of ten business days, the urgent processing time is a maximum of five business days. If additional review is conducted, the standard application processing time may be extended up to 30 business days.
  • The basic transit visa fee is 65 US dollars. For urgent processing, double the normal fee applies. A different fee may be charged due to international agreements or exemptions in legislation.
