Costa Rica: Visa Requirements

Visa requirements may change. Always verify the latest information through official government sources.

Visa-Free Entry Requirements

  • The passenger must present a valid passport or travel document accepted by Costa Rica. The document must be machine-readable or biometric in accordance with International Civil Aviation Organization standards and be in good condition. The minimum passport validity is at least 1 day or at least 90 days on the date of entry, depending on the official visa-free entry group to which the passenger is subject. The number of blank pages required in the passport is not precisely specified in the central official source.
  • A return or onward ticket showing departure from the country must be presented. This document may be a pre-purchased airline ticket, a bus ticket providing exit from the country, or proof of cruise passage. The return or onward journey must take place before the end of the permitted stay.
  • At least USD 100 per month or portion of a month of legal stay must be shown as financial sufficiency. An immigration officer may ask the passenger to prove this means. The number of months a bank statement must cover and a specific method of showing a balance are not precisely specified in the central official source.
  • The duration of stay is determined by the immigration officer upon entry. Depending on the applicable visa-free entry group, a maximum of 180 calendar days or a maximum of 30 calendar days may be granted. The officer may determine a shorter period. The 180-day maximum generally cannot be extended; for a 30-day stay, an extension application may be possible under current regulations.
  • If the visa exemption is based on a valid visa or residence permit of another country, the document must meet the document type, number of entries, and remaining validity conditions defined in the current directive. The applicable conditions vary depending on the issuing country, the type of document, and the passenger's underlying visa status.
  • Passengers coming from an area with yellow fever risk and not covered by an exemption must present an International Yellow Fever Vaccination Certificate showing that the vaccine was administered at least ten days before the date of entry. An exemption may apply to persons who have spent at least six days in a non-risk country after leaving the risk area and have not developed a fever during that time. Persons continuing their journey without leaving the international transit area are exempt from the vaccination certificate requirement. Foreign passengers with a medical condition contraindicating vaccination may be required to present a valid medical report approved by the competent health authority of the country of departure.
  • Hotel reservation, travel health insurance, and the minimum coverage amount of the insurance for general visa-free entry are not precisely specified in the central official source.

Consular Visa Application Requirements

  • The application must, as a rule, be made in person at the Costa Rican consulate responsible for the country of which the applicant is a national or legal resident. The consulate may request a residence permit or identity document proving the applicant's legal residence in the country where they are located. In some countries, an authorized digital document submission system may be used; in other places, documents are submitted physically. Digital document submission does not mean an electronic visa. The approved visa is stamped in the passport or accepted travel document.
  • The signed application letter addressed to the Costa Rican Consul must include first and last name, nationality, passport number, place of residence, purpose of travel, intended duration of stay, approximate dates of entry and departure, occupation or profession, full accommodation address in Costa Rica, date and place of birth, contact details for notification, date, and signature.
  • After the documents are submitted, the official application form must be completed legibly and clearly, without erasures, scratches, or corrections. The form is submitted to the consulate. The consulate's appointment, physical submission, or digital submission procedure additionally applies.
  • The passport or travel document accepted by Costa Rica must be valid for at least 180 days on the intended date of entry. In the central general procedure, a copy of all pages of the passport is required. Since some missions or special procedures may request only the biographical page and used visa pages, the current checklist of the competent consulate should be followed. The number of blank pages required in the passport is not precisely specified in the central official source.
  • A reservation for a return or onward ticket, proof of financial means to cover expenses during the stay, and a valid criminal record certificate must be attached to the application. If the criminal record certificate is in a language other than Spanish, a Spanish translation must be provided. The requirement of at least USD 100 per month or portion of a month as financial sufficiency upon entry additionally applies. The number of months a bank statement must cover and a required fixed balance in the application are not precisely specified in the central official source.
  • Apostille or consular legalization and official Spanish translation may be required for files in which public documents issued in foreign countries are to be used before the Costa Rican General Directorate of Immigration and Aliens. Foreign certificates submitted to the Visa Unit are generally valid for six months from the date of issuance. The apostille, legalization, and translation procedures of the document may vary depending on the consulate where the application is made and the visa type.
  • Under the restricted visa procedure, the application may be submitted to the Restricted Visas Commission by the applicant, a relative residing in Costa Rica, or an authorized representative. The application must be signed before a competent official or notarized. A certified copy of the entire passport, with apostille or legalization and Spanish translation if required; the identity document of the person submitting the application; documents of financial sufficiency of the applicant and the sponsor; a criminal record certificate from the country of origin or of residence for the last three years; and documents showing family ties and marital status may be required. The Commission may also require a security deposit, the amount of which is stated in the decision.
  • For a standard consular visa, the decision period is 30 calendar days after submission of the complete file. For a restricted visa file, the Commission's review and decision period may take up to 90 days. Missing documents or the need for additional review may affect the timeline.
  • An approved consular or restricted visa must be stamped in the passport within three months of notification. After stamping, the visa must be used within a maximum of 60 calendar days. The general tourist visa is single-entry, and the stay that may be granted upon entry is a maximum of 30 calendar days. An extension application may be submitted under current regulations.
  • Tourist or short-term business visit status does not grant the right to engage in paid employment or gainful activity in Costa Rica. Persons traveling for education, research, religious service, family reunification, temporary residence, or permanent residence must meet the separate temporary visa and document requirements corresponding to their travel purpose.
  • The consul may request clarification, additional documents, or a personal interview if there is doubt about the content or authenticity of a document. The provision of fingerprints or other biometric data is not specified as mandatory for all tourist visa applications in the central official source.
  • A single central tourist visa checklist valid for all consulates for minor applicants has not been published. In files based on family ties or legal representation, a birth certificate, custody or representation document, parental identification, and consent letter may be required. The exact list is determined by the type of application and the competent consulate.
  • The number of photos, photo size, background color, date of taking, file format, and technical specifications are not precisely specified in the central official source. Mandatory travel health insurance and minimum coverage amount for a general tourist visa are not precisely specified in the central official source. The fee is paid according to the current consular tariff and the payment receipt is submitted; the exact amount, accepted payment method, and how many days before travel the application must be made are not precisely specified in the central official source.
  • The granting of a visa does not constitute an unconditional right of entry into the country. The passenger must be able to present again at border control a valid passport, return or onward ticket, sufficient financial means, and, if applicable, a yellow fever certificate.

Visa on Arrival Requirements

  • Visa on arrival under Costa Rican legislation is not a general system in which a passenger can travel to the border checkpoint without a visa and apply. Approval is obtained from the consulate or competent immigration authority before travel; the visa is only stamped in the passport upon arrival.
  • This procedure may be used for persons subject to a consular visa who are in a country with no Costa Rican consulate, or applicants who exceptionally prove the impossibility of applying in person at the relevant consulate. For restricted visa files, the pre-approval must be granted by the Restricted Visas Commission.
  • The signed application prepared for the Costa Rican Consul must include first and last name, nationality, passport number, place of residence, purpose of travel, intended duration of stay, approximate dates of entry and departure, occupation, full address in Costa Rica, date and place of birth, contact details for notification, date, and signature.
  • A passport or travel document accepted by Costa Rica, valid for at least 180 days, and a copy of all pages of the document must be submitted. A return or onward ticket, proof of financial sufficiency to cover the duration of stay, a valid criminal record certificate, and, if necessary, its Spanish translation must be submitted.
  • A letter issued, signed, and certified by the Costa Rica-based institution or organization requesting the passenger's entry into Costa Rica must be attached to the application. The receipt of payment of the consular fee must also be in the file.
  • Documents may be sent by e-mail, courier, or other official communication channels as determined by the consul. Upon approval, the applicant is given an administrative decision clearly stating that the visa will be stamped upon arrival. Necessary coordination with the carrier must be made before travel.
  • The visa may be stamped by an immigration officer with consular authority at an international airport, port, marina, or land border crossing. Without a pre-approval decision, a visa cannot be requested at the border crossing.
  • Photo requirements, processing time, exact fee, accepted payment method, and number of blank pages in the passport are not precisely specified in the central official source. The competent authority may request additional documents, explanations, or an interview.

Transit Visa Requirements

  • An application for an airport transit visa must be made at the Costa Rican consulate responsible for the applicant's country of origin, legal residence, or the third country where they are located. This visa is required only for passengers subject to a transit visa under the current directive.
  • The signed application addressed to the Costa Rican Consul must include first and last name, nationality, passport number, place of residence, occupation, date and place of birth, approximate arrival and departure dates, intended transit period at the airport, airline or airlines to be used, final destination, consulate where the visa will be stamped, contact details for notification, date, and signature.
  • A copy of the biographical page of a passport or travel document accepted by Costa Rica, valid for at least 180 days, must be submitted. A flight reservation showing the final destination, a financial sufficiency document, and a criminal record certificate covering the last ten years in the country of origin or residence are required. If the final destination country requires a visa, a valid visa for that country must also be submitted.
  • If, during transit, the passenger passes through immigration control, leaves the international transit area, or exceeds the permitted transit period for the relevant passenger, a consular or restricted visa appropriate for tourist status must be obtained. The application of the transit period may vary depending on the passenger's visa status and current specific regulations.
  • After approval, the transit visa must be stamped in the passport within three months. The stamped transit visa must be used within 60 calendar days, and the stamp in the passport indicates it is a transit visa.
  • The current directive also includes a land transit regulation exclusively for a specifically designated nationality and for travel for employment or commercial purposes. Under this procedure, a transit application form, consular fee receipt, tickets showing entry and exit dates, and an employer's letter stating the employee's position, duration of employment, and salary are required. If the employer is a company, a document showing the company's legal existence is attached. Self-employed persons are required to submit an income statement issued by a certified public accountant. A criminal record certificate and a passport in perfect condition, valid for at least 90 days on the date of entry, must be submitted.
  • The special land transit visa may be issued for a single or double transit crossing. The transit crossing must be completed within a maximum of 48 hours from entry into Costa Rica. The first entry must be made within 30 days of visa issuance. For a double transit visa, the second entry must be made within 90 days after the first entry.
  • For an airport transit visa, the number and technical specifications of photographs, the exact application fee, payment method, and central processing time are not precisely specified in the central official source. The consul may request additional documents if deemed necessary for evaluation.
