General Entry Requirements

  • Upon entry to Azerbaijan, the traveler must carry a valid passport or another border crossing document accepted by Azerbaijani legislation. The purpose of the journey must be compatible with the entry permit used and the permitted duration of stay must not be exceeded. Providing false or misleading information, failure to comply with the previously declared purpose of travel, an existing entry ban, or unpaid immigration fines may result in refusal of entry into the country.
  • Entry by air is open to foreigners and stateless persons. Entry into Azerbaijan by land borders, except for the cargo transport exemption, is subject to the prior necessary permission from the competent authority within the Cabinet of Ministers. Foreigners and stateless persons may exit Azerbaijan from land borders without additional permission.
  • Persons staying in Azerbaijan for more than 15 days must register their place of stay. For registration, an application form along with copies of the identity page of the passport or other border crossing document, the visa page if any, and the pages showing the last entry stamp are submitted. The procedure is free of charge. The accommodation facility, host, receiving party, or the traveler themselves may apply via the electronic system, e-mail, regional migration unit, or ASAN service center.

Visa-Free Entry Requirements

  • The traveler must use the valid passport or border crossing document accepted under the visa-free entry scheme they are subject to. In some schemes, ordinary, diplomatic, service, or special passports; identity documents issued for stateless persons; or temporary travel documents issued solely for the purpose of return may be accepted. The type of document that can be used varies according to the relevant agreement or unilateral regulation.
  • The permitted duration of stay is limited to the period specified in the visa-free entry scheme the traveler is subject to. The visa-free entry right alone may not be sufficient for employment, education, long-term residence, or other special purposes; a visa, temporary residence permit, or work permit may additionally be required for the purpose of travel.
  • In visa-free entries, a single minimum passport validity period applicable to all travelers has not been definitively specified in the central official source. The requirements for a blank passport page, machine-readable passport, or biometric passport have also not been definitively specified in the central official source.

E-Visa Application Requirements

  • The application is made online only through Azerbaijan's official ASAN e-visa portal. The standard application must be completed at least three business days before the planned date of arrival. The standard e-visa is issued within three business days, and the urgent e-visa within three hours, including holidays and non-working days.
  • During the application, the country of issue of the travel document, the type of travel document to be used, the planned date of arrival, personal information, and a valid e-mail address are entered into the system. A legible scan of the page containing the photo and identity information of the passport or other travel document must be uploaded. An illegible document scan, incorrect or incomplete information, and incorrect payment may result in the application not being accepted or being rejected.
  • An applicant with dual or multiple citizenship must select the same citizenship and document information as the travel document they will use to enter Azerbaijan. It is not possible to use the e-visa with another passport or travel document.
  • The validity period of the passport or other travel document must be at least three months longer than the expiry date of the e-visa. The document must not be damaged and all information on the uploaded identity page must be clearly legible. The required number of blank pages has not been definitively specified in the central official source.
  • The central portal does not state that a separate passport photo must be uploaded for the e-visa. The photo size, background color, date of taking, and technical specifications of a separate photo file have not been definitively specified in the central official source.
  • For a standard e-visa, a state fee of 20 USD and an additional service fee of 9 USD are charged. The fees are non-refundable regardless of the outcome of the application. Payment can be made online with Visa, Mastercard, UnionPay, or JCB cards, and the card does not have to belong to the applicant. The separate total fee for the urgent e-visa has not been definitively specified in the central official source.
  • The e-visa is single-entry. It is valid for 90 days from the date of issue and permits a stay of up to 30 days in Azerbaijan. The e-visa does not grant the right to paid employment. Persons whose purpose is paid employment must obtain the appropriate work visa and the necessary work permit.
  • The approved e-visa is sent to the applicant's e-mail address. The e-visa must be printed in A4 format and presented at Azerbaijan border control together with the passport or travel document used in the application. If lost, it can be reprinted via the portal or e-mail.
  • Round-trip ticket, accommodation document, bank statement, minimum financial means amount, employment certificate, student certificate, travel itinerary, and travel health insurance have not been published as mandatory documents on the central portal for a standard e-visa. The period that the bank statement must cover, the minimum account balance, and the minimum coverage of the insurance have not been definitively specified in the central official source.

Visa on Arrival Requirements

  • Visa on arrival is not open to all travelers. Only travelers who meet the eligibility conditions specified in the central official regulation may obtain a visa through the ASAN Visa system at Azerbaijan's international airports.
  • The ASAN visa issued on arrival is a single-entry electronic visa and allows a stay of up to 30 days. The system can only be used at international airports; its usability at land borders, seaports, or other border crossings has not been confirmed.
  • The traveler must present their valid passport that meets the eligibility condition and, if required, the supporting document granting this right. Under visa-on-arrival regulations based on a valid foreign residence permit, the relevant residence permit may be required to be valid for more than six months. This condition applies only to applications based on that residence status.
  • In cases where an exceptional visa on arrival is requested due to the death of a family member, a death certificate supporting the family relationship and the death must be submitted. Special eligibility conditions such as the existence of a direct flight or the absence of an Azerbaijani diplomatic mission in the relevant location apply only to groups of travelers for whom they are foreseen.
  • Payment is made via the ASAN Payment system at the airport. The central state fee for a single-entry visa is 20 USD. Whether an additional service fee is charged at the airport, the total fee, and accepted payment methods have not been definitively specified in the central official source.
  • A single minimum passport validity period applicable to all eligible travelers for visa on arrival has not been definitively specified in the central official source. Although some mission explanations regarding special residence statuses require a passport validity of at least four months, this period cannot be generalized to all visa-on-arrival applications.
  • There is no central and universal document list applicable to all visa-on-arrival applications regarding blank passport page, photograph, flight reservation, hotel reservation, bank statement, minimum financial means, travel health insurance, and insurance coverage.

Consular Visa Application Requirements

  • The application is made in person or through an authorized representative at an Azerbaijani diplomatic mission or consulate in the applicant's country of residence or in a third country. Appointment, postal application, and personal delivery conditions may vary according to the mission being applied to.
  • The visa application form can be filled out electronically via the Ministry of Foreign Affairs' Visa Application Form Portal. The applicant must enter all information completely and correctly; if the mission being applied to requires it, they must print and sign the form. This portal is solely for preparing the consular visa form and submitting it to the mission; it is not the ASAN e-visa system.
  • The applicant's passport or other travel document must be valid for at least three months longer than the expiry date of the requested visa. The original document and copies of the main pages containing identity information are submitted. The required number of blank pages for all applications has not been definitively specified in the central official source. Some missions may require at least one blank visa page.
  • Two color photographs, sized 3 × 4 centimeters and conforming to biometric identity standards, are submitted. The background color of the photograph, date of taking, and digital file specifications have not been definitively specified in the central official source. Since some missions may publish different local requirements, such as 3.5 × 4.5 centimeters or a white background, the current checklist of the mission being applied to should be followed.
  • If the inviting party does not cover medical expenses, a copy of the travel health insurance document is submitted. The minimum coverage amount of the insurance has not been definitively specified in the central official source.
  • A document showing payment of the visa fee must be submitted. In the central fee schedule, a single-entry visa is 20 USD, and a multiple-entry visa is 350 USD. Different fees based on international agreements or reciprocity may apply. The visa fee is non-refundable if the application is rejected. Payment is generally made to the bank account designated by the mission; whether bank transfer, card, cash, or other payment methods are accepted varies by mission.
  • Supporting documents must be submitted according to the purpose of travel. For tourist applications, some missions may request a flight itinerary, round-trip reservation, hotel reservation or other accommodation proof, travel insurance, and travel plan. For business, employment, education, scientific, cultural, sports, humanitarian, private visit, or medical treatment applications, an invitation appropriate to the purpose, employer letter, education document, health institution letter, organization document, or other evidence may be requested.
  • Applicants who are not nationals of the country of residence may be required to provide a valid residence permit or proof of legal stay. Some missions require an employment certificate, salary certificate, student certificate, or a current bank statement. How many months the bank statement must cover and the minimum amount required have not been definitively specified in the central official source.
  • For visa types requiring an invitation, the inviting party in Azerbaijan must apply to the Ministry of Foreign Affairs. In an invitation made by a legal entity, the purpose of travel, duration of the invitation, requested number of entries, and the diplomatic mission to which the application will be sent are specified. A copy of the invited person's passport, the inviting organization's registration and tax documents, documents proving the purpose of the invitation, and if necessary, the representative's power of attorney and identity document are submitted. A receipt showing payment of the state fee of 4 Azerbaijani manats for the invitation procedure is required.
  • The central regulation states that a general invitation application is not required for transit, tourism, official, and personal travel visas. However, some diplomatic missions may request a notarized invitation letter, a copy of the inviting person's identity document or passport, and a residence permit document for personal visit applications. In this case, the visa type-specific checklist of the mission being applied to should be followed.
  • For children under 18 traveling with their own passport without their mother, father, or legal representative, a notarized copy of the birth certificate, consent from the parent or legal representative, and copies of the identity documents of the relevant persons are submitted. Additional consent documents required in case the child travels with only one parent may vary by mission.
  • Notarization of the birth certificate is explicitly mandatory in the central regulation. No single central rule applicable to all missions has been published regarding the translation, notarization, apostille, or legalization of other documents. The method to be applied for documents in a foreign language must be confirmed from the mission being applied to.
  • Standard consular visa applications are finalized within a maximum of 15 days. In documented emergency cases such as urgent medical treatment, serious illness or death of a close relative, the procedure can be completed within two business days. Some missions may publish shorter estimated processing times based on their own workload, but the central maximum processing time is 15 days.
  • A single-entry entry visa may be valid for up to 90 days. A multiple-entry entry visa may be valid for up to two years. The actual permitted duration of stay in the country is additionally indicated on the visa and does not have to be the same as the overall validity period of the visa.
  • Consular visas may be issued for purposes of business, science and education, employment, tourism, culture and sports, humanitarian purposes, private visit, and medical treatment. Diplomatic and service visas are used for official travel. The purpose declared by the applicant must be consistent with the visa type applied for.
  • Mandatory fingerprint registration for all consular visa applicants has not been published in the central rules. The diplomatic mission may request additional documents or a personal interview during the evaluation of the application.
  • Vaccination certificate or general health report has not been published as a mandatory document in the central document list for a standard short-term consular visa. Health documents depending on the purpose of travel or the applicant's specific situation may be additionally requested.

Transit Visa Requirements

  • Transit visas may be issued for single or double transit. A transit visa is valid for up to 30 days and permits a stay of up to five days on the territory of Azerbaijan. The permitted duration is indicated on the visa, taking into account the transport route used and the conditions of the transit journey.
  • The application form must be filled out via the electronic portal, printed and signed according to the instructions of the mission being applied to. The passport or other travel document and a copy of the main identity page are submitted. The validity of the travel document must be at least three months longer than the expiry date of the requested transit visa.
  • Two color photographs, sized 3 × 4 centimeters and conforming to biometric specifications, are submitted. Some missions additionally specify a white background requirement. The date of taking and digital technical specifications of the photograph have not been definitively specified in the central official source.
  • If a visa is required for entry into the final destination country, a copy of the valid destination country visa is submitted. If available, airplane, train, bus, or other travel tickets or reservations showing transportation from the point of origin to the final destination country are attached to the application.
  • The transit visa state fee is 20 USD. A different fee may apply according to international agreements. The payment document is attached to the application file and the fee is non-refundable if the application is rejected. The accepted payment method varies according to the diplomatic mission being applied to.
  • For applicants under 18 traveling without their parent or legal representative, a notarized copy of the birth certificate, parental or legal guardian consent, and copies of the relevant identity documents are submitted.
  • A transit visa may not be required if the traveler transits without changing aircraft or stays in the airport's special transit area without exceeding 24 hours, holding the right to enter the next country and an onward ticket. This exception applies provided the traveler does not leave the transit area and meets the route conditions.
  • There is no central regulation stating that bank statement, minimum financial means, hotel reservation, and travel health insurance are mandatory for all applicants for a transit visa. The period of the bank account, minimum balance, and minimum coverage of the insurance have not been definitively specified in the central official source.
