Visa-Free Entry Requirements

  • A traveler benefiting from visa exemption must carry a genuine and valid passport or travel document accepted by Rwanda. The document must be valid for at least six months from the date of entry. The requirement to use a biometric passport or machine-readable passport has not been definitively stated in the central official source.
  • Standard visits under the visa exemption are single-entry. Employment is prohibited. While some exemption arrangements allow a change of status, status changes are not permitted on certain special entry crossings. The permitted duration of stay may vary up to 30 days, 90 days, or six months, depending on the exemption or regional entry arrangement the traveler benefits from.
  • Entry under the visa exemption is free of charge. The number of blank pages required in the passport, return ticket, accommodation reservation, bank statement, minimum financial sufficiency amount, travel health insurance, and the minimum coverage of the insurance have not been definitively stated in the central official source.
  • Travelers arriving directly from a place with no yellow fever risk and no active yellow fever outbreak are not required to present a yellow fever vaccination certificate. Travelers arriving from a place with yellow fever risk or an active outbreak must present a valid yellow fever vaccination certificate. Travelers who have been in a location with an active outbreak must have the certificate completed at least 10 days after vaccination. E-Visa Application Requirements

  • The online visa application is made through the “Visa Application” service on the Irembo government services portal. The applicant may proceed without creating an Irembo account.
  • During the application, the nationality and travel document type must be selected; the applicant's information, demographic details, residence information, requested visa type, and travel information must be entered into the system.   • Before submitting the application, the accuracy of the provided information must be confirmed and the electronic confirmation box must be checked. The central system does not state that a separately hand-signed form is mandatory for all applications.
  • Documents that may commonly be requested for all online applications are: a scanned photograph with a white background, a scanned copy of the passport's biographical information page, and an application letter. The photograph must be in JPG format and no larger than 500 KB. The passport's biographical information page must be in PDF format and no larger than 500 KB. The application letter and other supporting documents must be in PDF format and no larger than 500 KB.
  • Technical rules regarding the photograph's dimensions in centimeters or pixels, the date of capture, the proportion of the face within the frame, and head coverings have not been definitively stated in the central official source.   • If the East Africa Tourist Visa is obtained through Rwanda, the first entry must be from Rwanda. The visa may only be used for tourist travel between the participating countries and does not confer the right to work.
  • Application fees vary according to the visa type. The applicant may choose USD or Rwandan Franc as the payment currency. A payment number is generated for fee-paying applications. Payment can be made offline via Bank of Kigali or online using Visa and MasterCard. Fee-free applications are sent directly to the Directorate General of Immigration and Emigration without a payment process.

Visa on Arrival Requirements

  • Applications made on arrival are processed upon application to the relevant processing office at the entry point. No separate processing time has been published. The expiry date of the entry permit is indicated on the visa document or passport stamp.
  • A return ticket, hotel reservation, invitation letter, bank statement, fixed financial sufficiency amount, and travel health insurance have not been published as central common requirements for all visa on arrival applications. An immigration officer may request additional information or documents due to the purpose of travel or the selected visa type.

Consular Visa Application Requirements

  • A consular visa may be obtained through the Rwandan embassy or high commission responsible for the applicant's country or region of residence. Applications may be accepted in person, by post, or by another method determined by the respective mission.
  • The applicant must present a valid passport or accepted travel document. The document must be valid for at least six months from the date of entry into Rwanda. Some missions also request a copy of the passport.
  • The consular application form must be completed in full. The number of photographs and detailed technical requirements vary by mission. Some missions require one recent color photograph with a white background, while others require two photographs. Some missions require that ears and all facial features be clearly visible, no hats be worn, or that the photograph be affixed to the form only with glue. No single photograph size applicable to all missions has been centrally determined.
  • Depending on the mission applied to, a signed application letter explaining the purpose of travel, an invitation letter, a copy of the inviting person's passport or ID, hotel reservation, return flight confirmation or travel itinerary, proof of sufficient financial means, and fee payment receipt may be requested.
  • The invitation letter must include the full address and telephone number of the inviting person or organization. Some missions also require a passport, ID, or residence document showing that the inviting person is a Rwandan citizen or holder of a valid Rwandan residence right. If there is no inviting person, a hotel reservation may be accepted.

Transit Visa Requirements

  • A transit visa is issued for travelers continuing to another country via Rwanda. The application may be made at the entry point, online via Irembo, or at another location determined by the Directorate General of Immigration and Emigration.
  • The traveler must carry a genuine passport or travel document accepted by Rwanda. The document must be valid for at least six months. The transit visa is single-entry, does not confer the right to work, and cannot be converted to another immigration status.
  • The standard transit visa is valid for up to 72 hours and costs 30 USD. Travelers under a visa exemption arrangement may not be charged.
  • An online transit visa application requires a JPG photograph with a white background, a PDF copy of the passport biography page, and an application letter in PDF format. The maximum size for each file is 500 KB. Additional documents depending on the selected transit visa type may be requested by the system.
  • A traveler who cannot continue their journey due to a flight schedule change, adverse weather, or another reason beyond the traveler's control may be granted a free special transit permit at the entry point. This permit is single-entry and cannot exceed 72 hours. It may be extended under exceptional circumstances.
  • There is no detailed central checklist stating that an onward flight ticket, visa for the next country, proof of accommodation, and financial sufficiency document are universal requirements for all transit applications. The mission or border official applied to may request additional documents verifying the onward journey.
  • Transit travelers are also subject to yellow fever and temporary Ebola health measures. In particular, transit through the Democratic Republic of the Congo within 30 days prior to entry into Rwanda is assessed under the temporary Ebola entry restriction.

Rwanda: Key Destinations

Kigali is the capital and principal international gateway, served by Kigali International Airport. Other important urban centers include Butare (Huye), known for its university and cultural museum, and Gisenyi, a lakeside resort town on Lake Kivu.

Rwanda is renowned for its mountain gorilla trekking in Volcanoes National Park, a premier wildlife experience. The country also offers the Kigali Genocide Memorial, Nyungwe Forest National Park with chimpanzees, and scenic Lake Kivu beaches.
