Visa-Free Entry Requirements

  • The traveler must carry a valid passport, travel document, or, in cases permitted by applicable government decision, a valid biometric identity document accepted by Kosovo authorities. The document must not be expired, counterfeit, altered, belonging to another person, unrecognizable, or damaged to the extent that it seriously impedes identification.
  • The additional minimum validity period the passport must have after the planned exit date for visa-free entry has not been definitively specified in the central official source. The number of blank pages the passport must have has also not been definitively specified in the central official source for visa-free entry. Use of a machine-readable or biometric passport has not been stated as a universal requirement for all visa-free travelers.
  • Short-term stay is generally up to 90 days within any 180-day period. If the exemption is based on a valid multiple-entry Schengen visa or a valid biometric residence permit issued by one of the Schengen countries, this document must be valid on the entry date and the stay in Kosovo must not exceed 15 days.
  • The border police may ask the traveler to demonstrate the purpose of travel, conditions of stay, accommodation arrangements, return or onward travel to a third country, and sufficient financial means. For this purpose, accommodation document or host invitation, travel itinerary, organized tour reservation, return or round-trip ticket, event invitation, registration document, or other documents supporting the purpose of travel may be requested.
  • Sufficient financial means may be evidenced by cash, traveler's checks, internationally accepted means of payment or credit card, bank deposit, other original financial proof, confirmed sponsorship declaration, or host guarantee letter. The fact that return or onward travel expenses have been paid may also be used in the assessment. The minimum daily or total financial amount has not been definitively specified in the central official source.
  • The traveler must not have a valid entry or stay ban in Kosovo; must not pose a threat to state security, public order, or public health. Visa exemption does not grant an unconditional right of entry, and the final decision is made at border control.

Visa on Arrival Requirements

  • Issuance of a visa at the border crossing point is not the general application method, but an exception to the rule of obtaining a visa in advance from a diplomatic or consular mission. An entry visa may be considered only on humanitarian grounds, state or national interest, or within the scope of Kosovo's international obligations.
  • The applicant must submit documents supporting the reasons for being unable to apply for a visa in advance to a diplomatic or consular mission and that the entry is unforeseen and imperative. Failure to provide sufficient evidence of a prior visa application or the imperative and unforeseen reasons for entry may result in the refusal of the application.
  • A valid passport, travel document, or another document enabling border crossing must be submitted. The applicant must prove the purpose of travel, conditions of stay, planned duration of stay, accommodation, sufficient financial means, and that return to the country of origin or onward travel to a third country where they will be admitted is possible. There must be no entry or stay ban, and the applicant must not pose a threat to national security, public order, public health, or foreign relations.
  • For applications within the scope of state interest or international obligations, an official letter from the Ministry of Foreign Affairs and Diaspora is required. The letter must contain the purpose and conditions of travel, duration of stay, accommodation, and return ticket information. A copy of the valid travel document or other document to be used for border crossing must be attached to the letter.
  • The standard visa application form is completed. During processing, a photograph may be taken, fingerprints may be collected, and the information may be recorded in the Kosovo Visa Information System. Travel health insurance is normally included in the assessment; however, an exception may apply in cases where arranging insurance at the border is not possible due to humanitarian reasons or state interest.
  • A visa at the border may be issued only at Category A border crossing points designated by government decision. The stay permitted with an entry visa is at most 15 days, depending on the purpose and conditions of travel. If there is no space for the visa sticker in the travel document, the visa may be printed on a separate sheet.
  • The visa processing fee at the border is the same as the fee applied for the corresponding visa at diplomatic or consular missions and is paid at the border crossing point. The separate and fixed numerical fee amount for the border entry visa has not been definitively specified in the central official source. Fee exemption may apply for holders of diplomatic or official passports, children under six years old, and persons within the scope of international obligations. The fee may be reduced or waived in individual cases involving humanitarian, cultural, sporting, or significant public interest.
  • The official processing time of the application and the accepted cash, card, or other means of payment have not been definitively specified in the central official source.

Consular Visa Application Requirements

  • As a rule, the application must be made to the Kosovo diplomatic or consular mission responsible for the applicant's legal residence. In cases where there is no competent mission or the applicant does not reside in the mission's jurisdiction, acceptance of the application at another mission may be requested by presenting an invitation from a Kosovo authority, participation in an international meeting, urgent business visit, humanitarian reason, or similar justified grounds. The form of proof of legal residence may vary depending on the mission concerned.
  • The applicant must make an appointment and, as a rule, apply in person. It is envisaged that the appointment will be given within two weeks of the application request. In urgent and justified cases, applications without an appointment or immediate applications may be accepted.
  • The application can be made no earlier than three months before the start of the planned visit. Holders of a valid multiple-entry visa may make a new application six months before the expiry of their current visa.
  • The visa application form must be completed in full and the original signed. A separate application form must be prepared for each person registered in the same travel document. The form of a minor applicant must be signed by their parent(s) or legal guardian. The requirement of a universal birth certificate or notarized parental consent for short-term applications has not been definitively specified in the central official source; the relevant mission may request additional documents showing family relationship or travel authorization.
  • A copy of the travel document must be submitted. The document must be valid for at least three months after the planned exit date from Kosovo, contain at least two blank pages, and have been issued within the last ten years. In multiple-entry applications, validity is assessed considering the last planned exit date. Which pages other than the biographical page of the passport are to be copied has not been definitively specified in the central official source.
  • Counterfeit, altered, forged, or travel documents belonging to another person are not accepted. Use of a biometric passport or machine-readable passport has not been definitively specified in the central official source as a universal condition for all consular visa applications.
  • One photograph, taken within the last month and compliant with ICAO standards, must be submitted. The size, background color, printed or digital file format, pixel resolution, and other technical specifications of the photograph have not been definitively specified in the central official source.
  • The applicant must submit documents proving the purpose of travel. Depending on the purpose of travel, an invitation from a company or public institution, meeting or conference document, proof of business relationship, fair or congress entry document, enrollment document from an educational institution, student document, course document, event invitation, entry ticket, registration, program, or similar documents may be requested.
  • For accommodation, a hotel or accommodation facility reservation, host invitation, accommodation address, or financial proof showing that accommodation expenses can be covered must be submitted. For tourist or private visits, organized travel reservation, travel itinerary, and return or round-trip ticket may be requested. The purchase of an airline ticket has not been stated as a universal condition for all applications; the relevant mission decides on the sufficiency of a reservation or other proof of return.
  • The applicant must demonstrate sufficient financial means to cover the expenses of stay, accommodation, and return or transit to a third country where they will be admitted. Bank account statement, income or employment document, salary certificate, employment contract, sponsor documents, or other financial evidence may be requested. The number of months the bank account statement should cover and the minimum amount required in the account have not been definitively specified in the central official source.
  • When an invitation or sponsorship form is required, it must be stated whether the document is issued for financial sponsorship, private accommodation, or both. Whether the inviting person is an individual, company, or organization, their identity and contact information, details of the invited persons, accommodation address, purpose and duration of stay, and if applicable, family relationship with the applicant must be written. Documents showing the sponsor's financial capacity may also be requested.
  • Travel health insurance valid in Kosovo and covering the entire stay must be submitted. The insurance must cover possible expenses related to repatriation for medical reasons, emergency medical assistance, emergency hospital treatment, and death during the stay. The minimum coverage amount of the insurance depends on the amount determined by the Central Bank of Kosovo; the numerical amount has not been definitively specified in the central official source.
  • In single or multiple-entry visa applications, proof of appropriate insurance is required. For a multiple-entry visa, insurance may be provided for the first planned trip, and a statement acknowledging the obligation to maintain valid insurance for subsequent trips may be collected. An exception may apply for holders of diplomatic passports and certain professional groups who have another appropriate insurance due to their professional activities.
  • In the first Kosovo visa application, the applicant must be present in person; during the application, their photograph must be scanned or taken and ten fingerprints must be collected. Fingerprints are not collected from children under twelve years old, persons from whom fingerprinting is physically impossible, and certain members of official delegations. If biometric data from a previous application was recorded in the system within 59 months, it may be reused; in case of reasonable doubt about identity, fingerprints may be taken again.
  • The diplomatic or consular mission may summon the applicant for an interview and request additional documents regarding the purpose of travel, financial situation, accommodation, intention to return, or the authenticity of documents.
  • All supporting documents must be translated into one of Kosovo's official languages or English. Documents must be submitted in two copies. A universal requirement of notarization, apostille, or legalization for all short-term visa applications has not been specified in the central official source. For purpose-based residence permit documents linked to a D visa, a requirement of notarization or special translation may apply.
  • C visa is for short-term visits and stays. The permitted stay is up to 90 days within any 180-day period. The validity period of a C visa may be set up to five years. The visa may be issued for single entry, two entries, or multiple entries. For a multiple-entry visa valid between six months and five years, evidence of frequent or regular travel need, lawful use of previous visas, and the applicant's reliability may be sought.
  • The C visa application fee is 40 euros. The fee is paid into the bank account notified by the diplomatic or consular mission where the application will be made. Holders of diplomatic or official passports, children under six years old, students traveling for educational or vocational training, school pupils, and accompanying teachers may benefit from fee exemption. Payment methods other than bank transfer have not been definitively specified in the central official source.
  • D visa is linked to long-term stay and the residence permit process. It is issued after the Ministry of Internal Affairs confirms that the applicant meets the residence permit conditions. The D visa is single-entry and valid for three months. The application fee is 80 euros.
  • In the D visa, in addition to the general visa documents, documents specific to the residence purpose are submitted. For family reunification, marriage or birth certificate, adoption or guardianship document, sponsor's valid identification document, financial capacity, housing or notarized rental contract, criminal record document, and health insurance may be requested.
  • For higher education applications, enrollment document from an accredited educational institution, financial capacity, clear accommodation address, document showing no ongoing investigation, and health insurance may be requested. For scientific research, additionally, an invitation from a licensed institution and an agreement containing the purpose of the research, obligations of the parties, and start and end dates are required.
  • For employment purpose applications, an employment contract, financial capacity, document showing no ongoing investigation, company registration document and company information, professional training or qualification document, and health insurance may be requested. An employment contract may not be requested from applicant business owners. The original or a notarized and translated copy of the professional qualification document may be requested.
  • If a pandemic has been officially declared in the applicant's place of origin, proof of vaccination may be requested for some D visa or residence permit purposes. This condition is not universal for all applicants.
  • The definitive processing time for visa applications has not been definitively specified in the central official source. The consular authority may request additional documents and an interview depending on the purpose of travel, visa type, place of residence, or the mission where the application is made. Issuance of a visa does not alone constitute a right of entry into the country. An appeal against a refusal decision may be lodged within eight calendar days through the mission where the application was made.

Transit Visa Requirements

  • Kosovo legislation recognizes category A airport transit visa and category B transit entry visa for passage through the country's territory.
  • As a rule, an airport transit visa is not required from a passenger transferring without leaving the international airport transit area. The stay in the transit area is limited to 24 hours and may be extended when necessary. However, the government may impose an airport transit visa requirement for specific travel document or passenger categories.
  • In a type A airport transit visa application, a valid travel document, planned flight and itinerary information, documents showing onward travel to the final destination after airport transit, and information allowing assessment that no entry will be made into Kosovo territory must be submitted. A ticket, reservation, or other evidence showing that onward travel to the final destination will continue may be requested.
  • If the need for multiple or regular airport transits and lawful use of previous visas is demonstrated, a multiple-entry A visa may be valid for up to six months.
  • For a type B transit entry visa, a valid travel document, travel itinerary, document showing admission to the country after Kosovo, necessary destination or transit visas, residence permit, onward transportation ticket, and proof of sufficient financial means during the transit may be requested. The permitted duration of stay with the visa is limited to the time necessary for direct transit. When multiple transits are required, a B visa may be issued valid for up to 180 days.
  • When requesting an exceptional transit visa at the border crossing point, the applicant must have valid visas necessary for all transit countries and the final destination country. The travel must be of a direct transit nature through Kosovo. The border police may verify admissibility to the third country with the border authorities of that country.
  • A transit visa at the border may be issued only at Category A border crossing points designated by the government. The permitted duration is only the time necessary to complete the transit process.
  • The separate consular fee for the transit visa, definitive processing time, photograph size, and payment methods to be used in a central application have not been definitively specified in the central official source. The fee for a transit visa issued at the border is the same as the amount prescribed for the corresponding visa at diplomatic or consular missions and is paid at the border crossing point.
