OPEC+ brings together OPEC members and selected non-OPEC oil-producing countries under a cooperation framework built around market dialogue. It grew from the Declaration of Cooperation that was agreed in 2016 to support coordination during periods of volatility. The group is not a treaty-based travel area and it does not create a common border regime. This page treats OPEC+ as a passport comparison group, while every passport keeps its own national mobility profile.
OPEC+ works through ministerial meetings, monitoring mechanisms and technical discussions on oil supply, demand and market stability. Its cooperation is focused on energy policy and production coordination rather than migration rules or consular access. No shared passport is issued by the framework, and no single visa policy applies across the group. For that reason, passport strength must be read through each country’s own travel access data.

The figures come from the central Passport Reports system and cover visa-free destinations, visa on arrival, eTA access and visa-required destinations. The site-wide ranking method and tie-break rules remain unchanged. When central mobility records are updated, the values on this page update automatically.
