Visa-Free Entry Requirements
- The passenger must carry a passport or a travel document replacing a passport that is accepted under the regulation on which the visa exemption is based and that is valid on the date of travel. In some exemption regulations, a valid national identity document or a regional laissez-passer may be accepted. The type of document that can be used varies according to the passenger's exemption status and the travel document they hold.
- Upon entry to Mali, a return ticket or a ticket showing onward travel to another country from Mali must be presented. International vaccination certificates required by health regulations must also be carried. The yellow fever vaccination certificate is explicitly requested in current consular procedures for visa applications.
- Documents regarding the purpose of travel and the planned conditions of stay may be requested. If necessary, evidence showing that sufficient means of subsistence and the costs of return or departure from the country can be covered may also be requested. If a professional activity is to be carried out in Mali, documents authorizing this activity or proving the nature of the activity must be submitted.
- It is mandatory that the document be valid at the time of entry.
- The admission of a passenger who does not meet the required entry conditions may be refused. An entry ban, deportation order, or the existence of an objection from the perspective of public order may also cause entry to be refused.
Visa on Arrival Requirements
- The issuance of an entry visa at the border crossing is foreseen only for exceptional circumstances. This regulation does not give passengers the right to obtain a visa routinely or unconditionally at the border.
- In an exceptional application, a valid passport or travel document replacing a passport, a return or onward ticket to the next country, and international vaccination certificates required by health regulations must be available. Additional evidence regarding the purpose of travel, conditions of stay, sufficient means of subsistence, and assurance of departure from the country may be requested.
- Therefore, before travel, one should not rely on a visa on arrival without obtaining written confirmation from the competent Malian diplomatic representation or immigration authority.
Consular Visa Application Requirements
- Visa applications must be initiated through the central digital portal of the Ministry of Foreign Affairs and International Cooperation of Mali. The applicant must create a user account, select the visa type to apply for, complete the online form, and upload supporting documents in PDF or JPG format. The portal directs the applicant to the competent embassy or consulate according to the country of residence.
- The application can only be finalized by the Malian embassy or consulate responsible for the region where the applicant legally resides. A person applying from a country of which they are not a citizen may be requested to provide a valid residence permit, visa, residence card, or other legal proof of residence.
- In the current digital application procedure, the following documents are required:
- Copy of a passport valid for at least six months. A recent passport-sized photograph. A certified invitation letter sent from Mali or hotel reservation. Copy of round-trip flight reservation. Copy of yellow fever vaccination card or certificate. Additional documents according to the selected visa type and purpose of travel.
- All information in the form must be entered correctly and completely. Incorrect or incomplete information may cause a delay in processing or the file not being accepted. Paper or handwritten applications are not accepted in the current digital procedure unless recorded through the central portal. If deemed necessary, an appointment may be required and the applicant may be requested to go to the competent representation.
- Detailed document requirements may vary according to the competent embassy or consulate. The checklist applied by the Consulate General in Paris in its own jurisdiction requests two color photographs of 4.5 × 3.5 centimeters to be glued to the form; photocopies or scanned photographs are not accepted. The same representation requires that the passport be valid for at least six months after the end of the planned stay and contain two completely blank facing pages.
- Hotel reservation may be used as proof of accommodation. In the case of private accommodation, an accommodation document prepared by the host may be requested. If the inviting person is a Malian citizen, a copy of their identity document; if a foreigner residing in Mali, a copy of their passport and residence permit may be requested.
- For business trips, an invitation letter or a letter from the relevant company may be requested. For a multiple-entry visa request, a document showing that regular contact will be maintained with public institutions, professional organizations, travel organizers, local authorities, or relevant bodies in Mali must be submitted. This document, issued by the counterpart in Mali, must prove the regular or periodic nature of the contacts.
- The competent representation may request a work/employment document, company documents, educational document, travel itinerary, proof of financial means, or other supporting documents according to the purpose of travel.
- Whether the application form also needs to be signed by hand should be confirmed with the competent representation.
- However, the invitation letter submitted from Mali is explicitly required to be certified in the current application announcement.
- A visa fee must be paid. Fees may vary according to the representation where the application is made, the visa duration, the number of entries, the applicant's status, and reciprocity arrangements. Some representations accept cash, bank draft, money order, or cashier's check while not accepting personal checks.
- The Malian Embassy in New Delhi states the average processing time for its own jurisdiction as five to ten working days, excluding urgent applications. This timeframe is not a guaranteed processing time for other representations.
- A general entry visa grants the right to stay for up to 90 days from the date of issuance and may be renewed once. The first entry with a visa issued by a diplomatic or consular authority must be made within three months from the issuance of the visa. The visa alone does not confer the right of long-term residence or settlement.
- Under the general legal regulation, multiple-entry visas can be valid for at least six months and up to one year and may be renewed. The first entry must be made within three months. However, for special reciprocity arrangements or certain applicant statuses, official representations may issue longer multiple-entry visas. The exact validity, maximum duration of stay, and number of entries should be assessed according to the decision written on the issued visa.
- The central portal allows initiating procedures for travel purposes such as tourism, private visit, business, and education. The purpose selected during application may change the list of additional documents required and the procedure to be applied by the competent representation. An appointment or request for additional documents may be applied depending on the characteristics of the application.
Transit Visa Requirements
- A transit passenger must present a valid passport or travel document replacing a passport, an onward ticket showing departure from Mali, and international vaccination certificates required by health regulations. The information form supporting the visa application must be completed in full.
- A transit visa is a special permit issued by the immigration authority. It may be issued in cases where the vehicle cannot proceed due to breakdown or damage, awaiting a connecting flight, or a short stopover in Mali for tourism or family visit purposes.
- In a transit stopover for tourism or family visit purposes, the duration of stay cannot exceed 15 days. If continuation of the journey is not possible, a stay permit must be requested from the competent authority before this period expires.
- A stamp duty or visa fee is paid for a transit visa. For pre-travel applications, the competent representation according to the place of residence should be determined through the central portal.
